how do i do it? i looked on the page when you first open paypal and then i went to the transaction page but i can't find where to file a complaint. also, does anyone know how long i have to wait after the transaction to do this? i know for sure i am not getting the product and the other party offered a refund but has not sent it. do i forward that email to someone?

ohhhh...i am sooooooo lost in this, lol!

go to the paypal page and at the bottom of each page is something like "security center" or soemthing like that. Lcik on that, then find wehre is says "buyer's area" or buyer's protection or something like that. Find the complaint form.

Just make sure youdo this within 30 days of the transaction or they won't investigate the claim for you.
