I'm in the process of switching computers and my old one is having problems, so I can't access my photoshop to play around (the only way I can ever remember stuff! lol) but see if this helps you:

Hi, Amber.

In your layers palette, there is a small square box that has an eye in it when you are working on a specific layer. Select another layer, and see if there is a chain link in that box. If there is, click the box and the link should go away. That should unlock your layer.

Feel free to email me if you need more help: meredith@beachdesigns.net.

Just wanted to add to the last post that the bottom layer (in Photoshop 6.0) is always locked, whether or not it has a lock sign. Click on it in the layers palette to create a new layer.

hmm ok Ill look at it later..
it's just weird because Ive never had this problem before.

It's only ONE layer..
like I open up a digital picture and try to crop it. Something I ALWAYS do and never had any "locked layer" issues!!

argh /sigh .. sometimes I just want to take a hammer to my computer ..

Im still too bugged to mess w/it right now .

thanks ladies!!

Hmmm. Try opening it up, duplicating the "background" layer, and then messing with it. Maybe that will solve your problem. And check your file type - sometimes working with .gifs causes a problem due to the file type (indexed vs. RGB).
