What's the rules about this. I shipped once to Canada using UPS and it turned out more expensive than I thought. And I had to drive 30 min to get there.
So if I used the PO, what should I do? Can I fit three yards into a global Mail LARGE priority envelope? Here's the link to what 3 yards of fabric would cost. Sheesh! Note all the cheaper choices are LETTERS!
Your linked page didn't come up, but I think I know what you're seeing/talking about. One of the options is "airletter post" I believe? That rate is applicable to parcels. It should be less than $9 I'd imagine.

I sent 2 yards of PRR Twill yesterday to Canada. Alberta, I think...
Anyway, my post office insisted the packaging had to be completely white with no lettering or I had to use the global envelope. Soo...I used a shirt box from Penneys that I had laying around. Put the fabric in and taped the heck out of it with clear tape. It was like $5.60 or something around there to mail it.
edited to add...I don't know what the official name of the service I picked was. It was the cheapest route. The next choice was something like $17!
Every time I try to figure it out on line it is outrageously expensive but when I bring a package in it is always less. I have no idea how to know the cost w/out taking the package in. The website never matches up w/ real life for international postage when I do it.

I just got two yrds of fabric shipped to me for $5.05 from the US to Canada. I know they are super picky now about how it is pkg for customs. They want the address in capital letters someone told me?

I'm pretty sure, yes. There's a weight restriction on it, I think you can check that by clicking a link just below the words. You have to take it to the PO anyway, right? I mean, you can't print out postage to CANADA, can you? At any rate, I don't want to tell you YESSSS! and have it be wrong, but I'm pretty sure...
