when i have made them, i just sew (serge) several strips of fabric in the length i need. ( make them about 1 1/2 times as wide as i need) then i put in elastic. not an exact science by any means.
Hope that helps

I do mine somewhat different for Sarah!

I make a waistband with out of a single fabric put the elastic ect in. I cut all my fabrics I want to use for the skirt into 4" wide strips and the length that I need for her. I serge/topstitch all my strips together and make sure that they are double the width of my waistband. Attach those to the waist band. I then either hem the bottom or add a contrast ruffle (I do this most on her skirts).

Simple to do and look great!!
