at least in NC, the stepparent's income is not counted in medicaid calculations, unless stepparent has adopted kid. So a child might qualify for services, even if the rest of the family does not. Case in point: a kid I know is now on medicaid because her mom has a low income, even though the family's combined income (mom and stepdad) is too high to qualify.
