I was wondering if it is necessary to get someone's permission to post an article if you post the link with it?
Also if you are writing a book do you have to get permission to use material if you are citing your sources?

Don't know the answer to 2nd question, but from my understanding, if you post an article without permission, it is a copyright violation (even if you post a link). If you look closely, many news sites etc will even have it posted somewhere that copying and pasting the articles is illegal (and some go even explaining it further by saying: post a link to the article instead without copying the content).
I guess one of the reasons why they still wouldn't be happy to see the re-posted article (even with a link to the original source!) is because they are loosing the site visitors who would otherwise come to *their* site to read the particular article. More visitors to the site mean more exposure, advertising opportunities, etc etc etc.

If you want to post an article in its completion, you must get permission from the copyright holder. It isn't enough to post a link and the author's name. You have to get permission. This is because the copyright holder (usually the author) has sole discretion over where his or her work is disseminated. This is why it's called "coyright"--the right to copy or produce).
You may, however, post an excerpt fro the article, as long as you credit your source. Usually the excerpt should not exceed 5% of the total length of the article. This is called fair use.
If you write a book and you want to quote someone, you don't need permission unless the size of your quote exceeds fair use. This is true of articles and prose, but NOT true of song lyrics and poems. If you want to quote even a single line of a song lyric or a poem, you have to get permission from the copyright holder. They don't fall under tha fair use policy.
