I would use wash away on top and maybe even on the bottom, or tear-away on the underside with the fleece basted to it or glued to it, (fleece not hooped but just attached. the wash away on top will keep the nap of the fleece from absorbing your design, without it some of the stitches might disappear when you stitch it out.
