How wide would you make the dress for an adult who has a 34 inch chest (over breasts)?

Hi Val ~ Best bet is to double it. If you are 34" around, then your fabric should be 68".:)

double the chest measurement and then add a strap or two?

my dd doesn't know it yet but she NEEDS something for the fourth to wear to the fireworks.
