Should I preshrink grosgrain ribbon and, if so, would steaming be enough?

Well, it's synthetic, so it shouldn't shrink too much. Steaming it should be fine. I usually find that the fabric under the ribbon shrinks more (even if prewashed) and the grosgrain stays the same.

I do steam mine before I sew it--seams to do the trick. :) HA! I mean seems.

I really haven't a clue, but my first guess would be no because there's enough poly in it that it should shrink/warp. :shrug:

Seems to me that it's mostly or all poly, and shouldn't shrink :)

The problem I had before was that the ribbon shrunk up once it was already sewed onto my fabric because I ironed it ... the poly sort of shrunk up from the heat of the iron, but the cotton it was attached to didn't. Ugh.

I always steam ribbon and lace and actually any other kind of trim that I'm sewing with if it's going on an ironable fabric. I'm an ironing freak when I sew and I pretty much iron anything that can be ironed. I noticed the ribbon puckered once when I didn't pre-steam it and it had already been sewn to something that was already pre-shrunk.
