Ugh - what do I do? Here's what just happened...

"Mommy, can I have an ice cream sandwich?"

"Not now, sweetheart - those are for after supper. Would you like a (juice) popcicle instead?"

"Okay, mommy :)"

~~~Proceeds to eat popcicle~~~
I go outside to check the mail with the baby. Am gone maybe 24 seconds.
Fast forward to two minutes ago, she comes walking in the kitchen with ice cream on her face!
I told her (loudly, not yelling) that I said she could not have an ice cream sandwich, and becasue she didn't listen to me she's not watching T.V the rest of the day (a good thing anyway) and that when Lucas gets ice cream after supper she won't be joining him.
Is there anything else I can do about this? She is 4 years old - the instruction was given less than 7 minutes ago, so it's not like a "you should just know better" sort of thing, KWIM?
Any thoughts? 4 is proving to be such a challenging age for me so far, and I've still got two more to go through it! Argh! Thanks for any advice - beleive me...I need it!
