I lived at the Woods of Eagle Creek for a year. I thought the apartments were nice and roomy (we had a 3 room town house) and the area was kept up very nicely. Another reason we liked it is b/c it was fairly diverse--all sorts of different races, ages, etc. (not really very common in Indianapolis, honestly) We lived next to a family with 3 teenagers who were all so very, very kind.
That area of Indy (the northwest side) is, in general, a nice area. The northwest and Northeast sides are the nicer areas overall, but tend to be pricey. The south suburbs (greenwood, etc) are nice as well, and not neccessarily so costly. The northeast side is AWFUL with traffic. We aviod it like the plague.
That being said, I live just east of downtown n the ghetto. LOL!!!!!!!!!! Seriously, though, there are some great, great, great small neighborhoods on the east side that are becoming popular as far as buying "fixer up" houses. If that's at all an interest to you or your friend, you could search for Fountain Square, Irvington or Little Flower neighborhoods. I would use

Public transportation is passable at best--really it's not nearly as good as it should be for a city this size.
As for public assistance, I don't believe it's too difficult a process.
